Programme overhead For each programme funded by voluntary contributions, indirect expenses (i.e., overhead) are recovered by a programmes and services support recovery (PSSR) cost comprising 6.5 per cent of the total programme budget. PSSR covers administrative and programme support costs that the IFRC incurs when supporting, monitoring and/or implementing a programme on behalf of a funding partner.
