Luke has been the Information Management Lead at the IFRC since 2018, where he has overseen the launch of the GO platform and growth in data analytics to support emergencies by Red Cross and Red Crescent National Societies across the world.
For over fifteen years, Luke has regularly deployed to support humanitarian response operations, in sudden onset, epidemic and displacement contexts, with IFRC, DFID or as a volunteer with MapAction. Previously, he worked with various NGOs, including on education and humanitarian demining projects in many countries in Africa and SE Asia. In his previous role before joining the IFRC, Luke set up the Start Fund’s anticipation window and FOREWARN, a humanitarian-scientific network of early action experts.
Luke has published in a number of scientific journals and holds an MA in Development Studies and MSc in Remote Sensing and Spatial Analysis (distinction). He has also taught courses on needs assessment, data analysis, mapping and information management to the UN, Red Cross Red Crescent Movement and various NGOs.
